My Taiwanese friend told me about this place. It's his favorite black pepper bun in Taipei, and now it's my favorite, too. He's been enjoying it since he was a kid; they've been around for a long time. It's on Huayin Street very close to Q square. I've tried many other black pepper bun vendors around Taipei, and none of them came close to being as good as 福元胡椒餅. I convinced two of my Taiwanese friends that already had their own favorite black pepper bun places that 福元胡椒餅 had the best black pepper bun in Taipei. I took them separately; they don't know each other and weren't persuaded by each other. Each one told me how my favorite black pepper bun place wouldn't be as good as theirs. Both changed their minds after a couple bites into the delicious bun.
The buns are baked for about twenty minutes in a traditional brick oven. The size of the bun is a little larger than most other places. Each black pepper bun costs NT$45. Some other places are a little cheaper because they serve smaller buns and use cheaper ingredients. Trust me, the possible extra cost is definitely worth it. The outside of the bread is crispy and the inside is kind of doughy due to the beef juice. The bread is a little thicker than most other places. There is a generous amount of beef and spring onions inside. They use spring onions from Yilan, which is renowned for producing the best spring onions in Taiwan. The beef is flavored with salt and black pepper, of course. There is usually some beef broth (soup) within the bun as well, which makes it super delicious (see the corner of the bun in the lower left picture below). I don't know any other black pepper bun place that contains soup. They will tell you to be careful because the beef soup may burn your lips if you're eating it when it's still hot, and it stays hot for a long time.
If you've never had a black pepper bun in Taipei or never tried this one, you must try 福元胡椒餅. I can easily say that they have the best black pepper buns in Taipei!
